2027-2029 STIF Population Based Funds

Umpqua Public Transportation District (UPTD) is accepting applications for Statewide Transportation Improvement Fund (STIF) Population-Based Funds for the 2027–2029 biennium.

 Approximately $700,770 in STIF Population-Based Funds is projected to be available for the Douglas County area during the 2027–2029 biennium. Funding amounts are estimates and are subject to change.

About STIF Funding

STIF funding is intended to expand, improve, and maintain public transportation services in Oregon.

STIF funds:

  • Do not require a local match;
  • May be used as match for other eligible state and federal funding sources; and
  • Must be used for eligible public transportation projects and services.

Applicant Eligibility

To be eligible for STIF funding, applicants must meet applicable Oregon Department of Transportation (ODOT) eligibility requirements, including being a Public Transportation Service Provider (PTSP).

Projects seeking STIF Population-Based Funds must provide public transportation services that benefit older adults and people with disabilities.

Applicants are responsible for reviewing ODOT's application requirements and guidance to determine project and applicant eligibility.

How to Apply

Applicants must complete ODOT's 2027–2029 Subrecipient Project Application and submit it electronically.

October 31, 2026, by 5:00 p.m.

 Before completing the application, applicants are strongly encouraged to review ODOT's application instructions, including information regarding STIF criteria and outcome measures.

UPTD Review & Selection Process

Following the application deadline, submitted projects will be reviewed through UPTD's STIF/STAC Committee process.

Applications will be evaluated and scored based on applicable STIF requirements and the Goals and Priorities established by UPTD.

Applicants should clearly demonstrate:

  • The transportation need the proposed project will address;
  • The public transportation services that will be provided;
  • The population and communities that will benefit;
  • How the project benefits older adults and people with disabilities;
  • The amount of STIF funding requested; and
  • The anticipated outcomes and benefits of the proposed project.

Funding is competitive, and submission of an application does not guarantee funding.
